MAEM's Report on Post-Election Violence
In the post-poll period the law and order situation of the country deteriorated. During it many incidents of attack, ransacking and looting of houses and shops, extortion, rape, breaking idols, arson, beating and killing took place. In different areas of the country the prime victim of these criminal acts were the members of the minority community. In some cases it was alleged that the Awami League (AL) supporters were also victimised. The indifference of the administration and the law enforcing agencies was mainly blamed for this. A class of delinquent and criminal people has taken advantage of this opportunity. It is alleged that a group of so called supporters of the 4-party Alliance including BNP joined them. The violent incidents took place more in Khulna and Barisal divisions in all the districts. Among them the names of Agailjhara and Keshabpur stand out.
The journalists reported that the minority people were terror-stricken by the extent of violence. There were very few initiatives to assist the victims of these violent incidents. The number of cases filed at the police stations in this regard is also very insignificant. Many, fearing more persecution, did not brave to complain to anyone about the tortures they had suffered. In some cases it was alleged that the assistance did not come from the law enforcing agencies even after asking them for it. The Panchagarh correspondent said he had discussed about this issue with some officials of the law enforcing agencies of the district. Not much enthusiasm was observed in them to control the anarchic situation. Talking to them it seemed they had been waiting for the next government and would take the necessary measures after learning its attitude. Besides, some of them had been transferred to the new postings just before the elections. They think, their transfer was made just to conduct the election. For this reason, they had not even brought their families with them and think that they will again be transferred to some other places. That's why, it seems they don't have much concern about these issues. But reports came of the initiatives of three ruling party MPs to arrest the chaotic situation. They are Harunar Rashid Khan Munnu and Khondoker Felwar Hossain of Manikganj and Tariqul Islam of Jessore.
Another significant event of this period is the discovery of three sacks full of ballot papers stamped for the Boat at the road side that were used at Moguljan Non-government Primary School, Hatli Government Primary School and Majhirchar Forkania Madrasa centres. But the Election Commission and the returning officer said these were deliberately left behind while the used ballots were being transported to the Treasury. The Election Commission said some officials were already suspended for this. At the same time the returning officer is also investigating the incident. Moreover, during this period report came in profusion regarding the drive of seizing control of the bus terminals, launch terminals, markets, and educational institutes including colleges and universities throughout the country.

Post-poll skirmishes between supporters of the Awami League (AL) and the Bangladesh Nationalist Party (BNP) took place in Dohar (Dhaka-1 constituency) almost on a daily basis. At least 10 incidents of post-election violence have been reported. Among those, in the AL-BNP clash on October 5th six persons were reportedly injured. Of them two are in critical conditions. BNP activists have grabbed control of Dohar Bus-stand, Joypara Bus-stand, Joypara Market and Joypara College immediately after the election-results. Local people said, as soon as the election-result was announced the police administration had changed its stance. The incident of finding three sack-full of ballot papers on October 7th, with votes cast for 'Boat' symbol, used at Moguljan Non-government Primary School, Hatli Government Primary School and Majhirchar Forkania Madrasa polling centres of the upazila has given rise to sharp reactions in the area. Organising a rally the AL candidate has announced the election as being held not freely and fairly. But the Election Commission (EC) and the returning officer said those sacks were deliberately left behind when the used ballot papers were being taken to the Treasury. The EC informed that some officials were suspended from their services for that. At the same time the returning officer is investigating the incident.

Agitation continues In Nawabganj since the Election Day, when 15 persons were injured in different clashes. From the very beginning, different quarters were alleging that the multitudes of minority Hindus who live in this area were deterred in various ways from participating in the election by the BNP; in many centres of Bandua, Chandrakhola, Shikaripara, Joykrishtapur and Baruakhali areas the minority were barred from voting. A Hindu temple was demolished and the Christians were threatened to be ousted from their homes. The Chhatra Dal cadre has been accused of tearing away banners fixed in Dohar-Nawabganj College and of verbally abusing the college teachers. But BNP activists have denied the accusations. Many of the minority communities have taken shelter in Nawabganj town. The local police said previously when the AL was in power the minority people used to live with its backing. Now, as the AL is no more in power, they are going away in fear and on their own decision. Meanwhile, in the last few days, seven/eight persons suffered injuries in a number of clashes between the AL and the BNP. In Kairole and Natkhola a number of houses belonging to the minority people have been reportedly seized. But the local people refused to divulge the names of the occupants.

In this constituency the Awami Ghat Shramik League was in control of Sadarghat Launch Terminus for the last five years. After the election on 6th October BNP workers have taken over this terminus. As the Shramik League workers did not resist the takeover so no clash occurred. In Dhaka-4 constituency BNP supporters have taken over the control of Sayedabad Bus Terminus, which had been previously controlled by AL supporters. Moreover, there is accusation that the tendency of the local musclemen giving threats to Hindus of Sayedabad-Jatrabari area and asking them for extortion was on the rise. Though the minorities of Shakharibazar, Banglabazar and Gopibag received threats, no attack was made. Yet the shops at Shakharibazar and Banglabazar remained closed almost throughout the week. The BNP candidate Sadek Hossain Khoka, who won from this seat, has created an example of camaraderie by visiting the house of Sayed Khokon, the defeated candidate.

Next day the looted TV, refrigerator and cassette recorders were returned to the two AL supporters. Moreover, the house of Habildar (Rtd) Sahabuddin's house at Boktarpur was also ransacked.
