MAEM's Report On The Election Day

The elections to eighth parliament were held in a peaceful atmosphere throughout Bangladesh barring some isolated incidents. It has been alleged that in some places the members of the minority community could not cast their votes as they were barred from going to the polling centres and harassed in various ways. Mismanagement of polling administration has also been reported from some places. In many cases election observers were obstructed from monitoring election activities. In a few cases false voting was alleged. The election officials suspended elections in centres where attempts were made to seize ballot papers and stuff ballot boxes.
A significant aspect of the election is the emergence of some independent candidates, otherwise branded as rebels, who have defeated party nominees. Questions were raised about the infra-structural facilities of the polling centres in some places and in some cases absence of adequate law enforcing personnel was observed. The turnout of women voters was higher this time than during the previous elections. The women voters of Magar union of Nalchhiti upazila in Jhalkathi-2 constituency have exercised their franchise for the first time in 34 years. In Bandarban district the Parbattya Chattagram Janasanghati Samity (PSJSS) threatened and barred voters in different centres.
Different candidates of the Bangladesh Nationalist Party (BNP), Bangladesh Awami League (AL), Jamaat-e-Islami Bangladesh and Jatiya Party (Ershad) have raised complaints of vote rigging against their opponents or questioned the neutrality of the administration. BNP candidate from Fatikchhari Najibul Bashar Maijbhandari has demanded re-polling in seven centres accusing his rival AL candidate Fazle Karim of vote robbing. He expressed dissatisfaction about the role of the civil administration. Oli Ahmed, BNP candidate from Chittagong-13, claimed that AL activists had captured 12 polling centres of that constituency. Immediately after the polling started, they evicted the BNP agents at gunpoint. He has lodged complaints with the police about seizure of polling centres, eviction of polling agents and attacks on the voters.
Abul Lais Mubin Chowdhury, BNP candidate from Habiganj-3 constituency, has blamed the civil administration for collaborating with his opponents. On the Election Day BNP candidate from Dhaka-10 Abdul Mannan said, the AL supporters had captured Ispahani School and College, Science Annex, Udayan School and Tejgaon B K Aftab School centres and made wide scale vote rigging. On the other hand the AL candidate Dr. H B M Iqbal claimed cadres of the BNP candidate had ousted his polling agents from Raja Bazar Anupam School centre and stamped a huge number of ballot papers for the Sheaf of Paddy. Meanwhile AL, as a party, has brought formal allegation of 'crude rigging and conspiracy' in the elections.


SNAPSHOTS ON ELECTION DAY AROUND THE COUNTRY

DHAKA DIVISION

Dhaka

In Dhaka-5 constituency several voters of the Faidabad High School and Uttara Model School and College Centres alleged in the afternoon that some other people had cast their votes. Though AL workers were found to be more active in Gulshan and Badda, BNP workers were more in action in Khilkhet, a part of Uttara.
In Dhaka-7 constituency, some voters at Banglabazar High School centre complained that they could not cast votes because of false voting. When they arrived at the centre at around 1 p.m. they found that their votes were already cast. All of them are from the minority community.
Asadullah Abu Sayed, presiding officer of National Bangla High School under Dhaka-11 constituency said in his centre the number of voters was 1933 and by 12:15 PM 600 votes were already cast. He had received 33 ballot papers less than the required number. The presiding officer said the voting process of the women is normally very slow. On top of them they have to show the new voters how to seal and to fold the ballot paper. Number of voters in some of the centres found their votes cast by other people after going to the centres. Moni Akter (29), daughter of Zafar Khan, voter number 67, was one of them who found her vote cast by someone else after going to the centre at Islami Adarsha Uchya Bidyalaya. Presiding officer of the centre Mosharraf Hossain said he did not allow three election observers enter into the centre suspecting that their age may not be above 25 years.


Narayanganj

Voting in Tolaram University College centre was suspended after Awami League workers seized the ballot papers at about 3 p.m. Army arrested a total of 27 people from three constituencies in Narayanganj on the day of voting on charges of brandishing weapons, threatening voters and attempting to lure voters to cast votes for their candidates. Most of those arrested were Awami League workers. Four people were injured when Awami League and BNP workers clashed in Adamjee area. The BNP workers ousted a JP female polling agent and an Awami League polling agent from the Kushiara Primary School and Nabiganj Girls' High School centres under the Bandar thana.
In Deobhog area the BNP workers obstructed members of Hindu community while going to the voting centres. A Hindu woman came under attack by JP workers for trying to cast her vote at Narayanganj Club centre. In Narayanganj High School and Barek Academy centres, three women and two men complained that they could not cast their votes because of false voting. Another person, Asaduzzaman, voter number 1351, could not cast his vote at Ayet Ali High School centre in Rupganj. Two women who went to the Fatulla Pilot High School and Fatulla Primary School centres made similar complaints.


Gazipur

In Kaliakoir of Gazipur 1 constituency, turnout of minority community voters was low. The Awami League candidate of this constituency had no agent in the polling agent in 3/4 centres. In Gazipur 2 constituency, a voter was allowed to cast a "tender vote" when he alleged that his vote was cast earlier by someone else.

Manikganj

Awami League and BNP workers clashed at the Sadar Upazilla following alleged electoral irregularities at the Fakir Char Government Primary School centre at 10 a.m., leading to suspension of voting for some time. Tension between the Awami League and BNP workers at the Ghonapara Government Primary School centre in the same area following the tension created by attempt to influence voters was eased after the army intervened. Voting in other centres was largely peaceful as the voters turned out heavily with a festive mood. In Manikganj 2 constituency, a BNP leader ousted a FEMA poll observer from the Dashchira Primary School centre in Uthali Union. Similar incident also took place in Patgram High School centre in the area.

Jamalpur

Voting in three centres in Jamalpur 2 constituency was suspended following seizure of the Bolitaga Primary School and Ulia Government Primary school centres by the members of a political party and hijacking of ballot boxes at Shokchar Government Primary School centre.
In Jamalpur 5 constituency, supporters of Awami League candidate Rezaul Karim Hira ousted the polling agents of BNP and other political parties from the Laheri Kanda Government Primary School and Moheshpur Government Primary School centres and started casting false votes, leading to suspension of voting. In Shailer Kanda Government Primary School centre the Awami League workers beat up BNP workers, prompting army intervention to bring the situation under control.
In Jamalpur 4 constituency, supporters of Awami League candidate Maulana Nurul Islam and BNP candidate Anwarul Kabir Talukder took control of the Balardia Government Primary School and Bagarpar Government Primary School centres respectively forcing the polling agents of their rival parties, prompting army to intervene in both cases. Normal voting resumed in the centres after the situation was brought under control by the Army.
In Jamalpur 3 constituency, supporters of Awami League's dissident leader Didar Pasha hijacked the ballot boxes in Mirza Azam High School centre in Melandaha upazilla, while the supporters of Awami League candidate Mirza Azam took control of the Jor Khali High School centre in Madarganj upazilla to cast false votes. Voting in both the centres was stopped. Didar Pasha was working in favour of BNP candidate Mostafizur Rahman Babul.


Kishoreganj

In Kishoreganj 1 constituency, the Charkaona Primary School centre at 1-30 p.m. and seized 27 ballot papers and eight ballot boxes. Results of the centre was not announced as voting in the centres was postponed. Voting in Islampara Government Primary School centre under Kishoreganj 4 constituency was also postponed following violence and attempt to take control of the centre. Results of voting of the constituency was postponed following the incident. Turn out of female voters was low.
In Kishoreganj 5 constituency, voting was suspended following clashes between supporters of Awami League and BNP. Deployment of security forces was inadequate in the polling centres in Kishoreganj 5, 6 and 7 constituencies.


Sherpur

The security arrangement was inadequate as only one police and 12 Ansars were deployed in each of the polling centres. In centres vulnerable to violence, the number of police was not more than five. A visit to 50 of the 308 polling centres revealed massive irregularities in the voting arrangement. The secluded compartments for stamping ballot papers were placed near the windows of almost each of the centres allowing people from outside to see who are being voted. In almost all the centres, campaigning for different candidates continued on the Election Day. At least 13 people were arrested on charges of false voting from different centres of the district. Major spots of violence included the Munshir Char Government Primary School centre, Harindhara centre and Digharpar Government Primary School centre under the Sadar upazilla, and Sannashir Bhita Government Primary School centre under Nalitabari upazilla. In Munshirchar, the supporters of JP's two factions led by Hussain Mohammad Ershad and Anwar Hossain Monju clashed at noon leaving 20 people injured. At one stage a group of terrorists entered into the centre breaking the doors and windows and hijacked the ballot boxes. Similar clash took place between the supporters of the same parties in Harindhara centre at 11 a.m., forcing suspension of voting for half an hour. The Awami League and Jamaat supporters clashed in Digharpar centre, leaving 10 people injured. The Jamaat and BNP supporters also ransacked two shops and two homes during the time. BNP and Awami League supporters clashed in Sannashir Bhita centre, leaving 10 people injured. A total of 20 people were arrested during these clashes and the Returning officer postponed voting in eight centres of the three constituencies. All these incidents took place despite deployment of army and BDR troops in the areas. Some people also alleged that the agents of Jamaat-e-Islami were ousted from some polling centres in Lachhmanpur Union under Sadar upazilla.

Madaripur

In Madaripur 1 constituency, balloting was stopped following violence in five polling centres. In Keshabpur Government Primary School centre a ballot box and some ballot papers were hijacked by the terrorists. They also blasted some bombs around the centre. In Madbarkandi Primary School centre a group of armed youths forced the voters to cast their votes for their own candidate through intimidation. Some of the voters were also beaten up by the terrorists. In Char Bachamara Government Primary School, the terrorist had beaten up the Ansars and policemen on duty at the centre and cast false votes seizing the ballot papers. Similar incident took place in Bhennatala Primary School centre where the victims of the terrorists were the polling officers. Army troops were not deployed in the centres and the number of police was inadequate. At least 30 people were injured in clashes between rival groups in Bhennatala, Purankandi, Charjanajat, Shiruail, Utrail Nilkhy, Kutubpur, Char Bachamara and Madbarkandi areas under Baheratala Union. 12 of them were admitted to the hospitals.

Shariatpur

In Shariatpur 1 constituency, voting was stopped in 12 polling centres following incidents of taking control of the centre and hijacking of ballotpapers by the terrorists. The number of voters in the centres where voting was stopped were 36,500. In Kazikandi Government Primary School centre under Jajira upazilla, the supporters of Awami League candidate Mobarak Ali Shikder and its dissident candidate Hemayet Ullah Aoranga were locked in a gunfight following attempt to take control of the centre, leaving one Habibur Rahman dead on the spot. Voting in a number of polling centres was suspended following violence.
In Shariatpur 2 constituency, voting was suspended in two polling centres when supporters of independent candidate Sultan Mahmud Simon tried to take control of the centres. False voting prevented 10/12 genuine voters in each of the centres in the constituency from casting their votes.
In Shariatpur 3 constituency, voting was postponed in Malbari Government Primary School and Ikarkandi Government Primary School centres following violence. There were also reports of false voting in many centres.



CHITTAGONG DIVISION

Bramhanbaria

In Bramhanbaria 2 constituency, Presiding Officer of the Dhamaura Govt. Primary School centre suspended voting following attempt by Awami League workers to occupy the centre. Voting in Noagaon West Primary School, Noagaon Mahaldhara Primary School and Kuttapara Govt. Primary School was postponed following similar attempt by the Awami League workers.
Similar incidents in Bramhanbaria 3 constituency forced suspension of voting in Monipur Govt. Primary School, Badughar Alia Madrasah, Ghatiara Junior High School, Medda Govt. Primary School, Hata Govt. Primary School, Rabishal Govt. Primary School and several other centres.
Besides, at least 50 people were injured in electoral violence in Monipur, Badughar and Rabishal centres, 26 of them were admitted to the district's Sadar Hospital. Police arrested six people in this connection.
In Bramhanbaria 4 constituency, attempt to invade four voting centres forced the postponement of voting there. Three of these centres were being attempted to be occupied by the Awami League workers and the other by the BNP workers. The centres are Raitala Govt. Primary School, Miratala Govt. Primary School, Syedabad Kalek centre and Duturasharif High School.
In Bramhanbaria 6 constituency, supporters of Awami League candidate tried to take control of six voting centres, forcing postponement of voting in all those centres.


Feni

In Feni 2 constituency, most of the minority community members could not even come out of their homes, let alone going to the voting centres to cast their votes. It is alleged that BNPThose who managed to reach the voting centres could not cast their votes. In Feni 3 constituency, BNP workers forced the minority Hindu community members to leave their homes in different villages before the elections. They later took shelter at the Sonagazi police station compound. Turn out of voters was low in the constituency.

Luxmipur

In Luxmipur 2 constituency, Presiding Officer of Bhaskarpur Govt. Primary School in Bhatra upazilla, Main Uddin, was arrested after he postponed voting in the centre at 12-15 and went to the Upazilla Nirbahi Officer to deposit the ballot papers, boxes and other equipment. It was alleged that he failed to give any satisfactory reasons for suspension of voting in the centre.

Noakhali

In Noakhali 1 constituency, supporters of BNP candidate attacked the Awami League workers in his presence, leaving five people injured. The BNP workers also beat up a women, Amena Khatun, who came to the area to look for her son hearing about the violence. In Parifot Govt Primary School Centre Jainal Abedin Faruq himself led an attempt to hijack the ballot box. But the law enforcing agencies intervened and the Returning Officer postponed voting in the centre.
In Noakhali 2 constituency, despite threats and intimidation by the BNP workers, the minority voters were able to cast their votes because of patrolling by the army troops. But some of the minority voters could not cast their vote because of errors in the voters' list in Rasulpur Govt. Primary School centre.
In Noakhali 5 constituency, supporters of independent candidate Ekram Chowdhury hijacked ballot boxes of some of the voting centres and seized the camera of the district correspondent of Dhaka's Matribhumi newspaper, Liakat Ali Khan. BNP candidate Moudud Ahmed demanded repolling in 14 centres as the independent candidate took control of these centres to cast false votes. Voting was postponed in Majider Hat, Nababpur and Panditer Hat centres due to irregularities in voting and false vote.


Chittagong

In Atmitra High School centre of Rauzan upazilla, an incident of hijacking 70/80 ballot papers led to clash between BNP and Awami League workers at about 10-30 a.m.. Police arrested two persons from both sides during the incident. The Presiding Officer fearing further violence postponed voting in the centre. Similar incident took place in South Rangamatia Primary School centre in Fatikchhari, prompting Presiding Officer to postpone voting in the centre.
Voting in Madhyam Kanchana Primary School centre was also stopped after hijacking of ballot papers, boxes and rubber stamps. In Deodighi KM High School centre voting was postponed after Jamaat workers got violent. Ballot boxes and papers were hijacked also from the Shahid Zaman Primary School centre in Satkania and Chandanaish West Elahabad Senior Madrasah centre. The incident at Elahabad centre led to a clash between the two major political parties, forcing postponement of voting at the centre. Reports of violence were also received from the Uttar Kaniaish Forkania Madrasah centre under Satkania. Clash between the same political parties following allegation of ousting voters from the Azamnagar Primary School centre in Fatikchhari also led to postponement of voting in the centre.
Clash between the Awami League and BNP supporters also led to suspension of voting in Fulbagicha Primary School centre in Rangunia. It was alleged that the Hindu minority voters were obstructed to cast their votes. Supporters of BNP candidate Salahuddin Kader Chowdhury forcibly cast false votes in Sadeker Para Primary School centre in Rangunia. There were allegations of stuffing ballot papers in the box in the Daulatpur School centre of the same upazilla. Awami League alleged that BNP workers prevented the minority community from casting their votes in different centres in Rauzan thana. BNP candidate from Fatikchhari, Nazibul Bashar Maizbhandari, however alleged massive rigging in seven centres of the area and demanded re-polling there. He also expressed dissatisfaction over the role of the local administration.
Negligence of police was reported from five constituencies in southern part of Chittagong that allowed irregularities in voting. Several female voters alleged that the polling agents of Jamaat in Satkania Alamgir Primary School attached irremovable inks on their fingers but did not allow them to vote. The Presiding Officer of the centre and agents of other political parties denied the allegation.
Army troops arrested the president of Jamaat's student wing's Satkania thana unit, Atiqur Rahman Mukul, with a gun, Tk 15,000 and four associates at about 11-30 am from the Alia Madrasah centre. There are allegations that the law enforcing agencies were reluctant in performing their duties in most centres of the disputed Chittagong 14 constituency. Police and BDR forces were not found in many centres of the constituency.
In Chittagong 15 constituency, minority community members in some areas could not cast their votes. Evidence of such allegations were found in Jaldi, Palogram, Pairang, and Jaliakhali areas of Bashkhali upazilla. The minority community members could not cast their votes following obstruction from Islami Oikya Jote leader Mufti Samedul Haq. However, the BNP candidate from the constituency said the minority community voted for him.
Clashes between the two major parties took place in Afzal Shikder Primary School, West Elahabad Senior Madrasah and Madhyam Kanchana Government Primary School centres in Chittagong 13 constituency following incidents of hijacking ballot papers and boxes. Voting in all the three centres were postponed following the violence.
BNP candidate Oli Ahmed alleged that Awami League workers took control of 12 polling centres in the constituency and ousted the BNP's polling agents at gun point. Armed cadres of Afsaruddin Chowdhury opened fire on BNP workers, injuring 40 of them. He also lodged written complaints with the local police station about the incident. He also demanded postponement of polling in the centres.
Awami League cadidate from Chittagong 14 constituency alleged that Jamaat workers were stuffing ballot papers in boxes in most of the centres in the constituency, creating a reign of terror in the area.


Bandarban

PCJSS workers prevented a large number of voters in 40 out of the 144 polling centres in the district from casting their votes resorting to threats and intimidation. Army troops arrested five leaders and workers of the PCJSS and its student front while obstructing voters from going to the polling centres.
The Returning Officer of the district received results of more than 130 centres by 12 mid-night of the election day. But results of only 94 centres were displayed in the result board. Other than two remote centres results of all the 142 centres reached the Returning Officer by early morning of the next day. The results showed Awami League candidate Bir Bahadur obtained 39,379 votes and was ahead of four-party candidate Ma Ching by 685 votes. However, Ma Ching in an application to the Returning Officer demanded repolling in three centres in Roangchhari upazilla, alleging electoral frauds there. On the day of elections, security personnel filed cases against some members of the PCJSS for carrying out anti-election activities.
Returning Officer of the district and the Upazilla Nirbahi Officer of Thnachi upazilla said no local or foreign election observers were found in the area. Similar reports were received from other neighbouring upazillas.


Rangamati

Voting in most centres in the district was completed before the lunchtime. The centres located in remote places were the exceptions. Not a single vote was cast in eight of the centres in the district as those opposing the voting prevented the voters and even polling agents from going to the centres. The eight centres are Uluchhari Government Primary School, Bangaltali Government Primary School, Rupakari Government Primary School, New Lankar Government Primary School, Sadek Junior High School, Luxmichhara Private Primary School, Sijakmukhi Government Primary School, and Sarboatali Government Primary School centres in Baghaichhari upazilla. Besides, only 12 out of the total 2,723 voters cast their votes in Lambachhara Government Primary School centre and 29 of 1,844 voters cast their votes in the Tulaban Government Primary School centre. The total number of voters those who could not cast their votes is more than 22,000.

Khagrachhari

The district's lowest numbers of votes were cast in Nalkata Junior Secondary School, Kuradia Primary School in Khagrachhari Sadar, and Dighinala Pomahpara Government Primary School centres. Besides, not a single vote was cast in Baradam, Shanti Primary School, Panchhari Shantipur Government Primary School and Panchhari Shuknachhari Government Primary School. A polling officer in Muslimpara centre in Matiranga was ousted from the centre for taking side with a political party.

Cox's Bazar

In Cox's Bazar 1 and 2 constituencies, no major incident took place other than an incident of hijacking a ballot box from a centre and arrest of 11 people on suspicion of their involvement in electoral frauds. The ballot box was hijacked from the Meherpara centre in Kutubjone area under Moheshkhali upazilla and was recovered immediately by the police on duty at the centre. But voting was postponed at the centre as the ballot papers could not be recovered.
Casting of votes was between 80-85 percent in the Senior Madrasah centre, where allegations were raised against two officers on duty.



RAJSHAHI DIVISION

Rajshahi

In Rajshahi 2 constituency, five Awami League workers were arrested on charges of casting false votes. The workers claimed they could not cast their own votes as their names were not in the voters' list. They showed their voters ID cards to the security personnel and claimed that they cast their own votes during the 1996 elections. In the Barend College centre, the Presiding Officer did not allow the poll observers to enter into the campus. While the Awami League candidate himself ousted two female poll observers from the Adarsha High School centre. In some places local observers were not allowed to observe the vote counting.

Natore

Several people were injured in a clash between Awami League and BNP supporters when the polling agent of BNP was ousted from the Masinda Govt. Primary School centre in Gurudaspur upazilla.

Naogaon

In Naogaon 5 constituency, errors in father's name or husband's name prevented some voters from exercising their franchise. Some voters, mostly women, could not cast their votes because of false voting by some other people. The Presiding Officer of Pirozpur Govt. Primary School centre reportedly gave the BNP agent a result sheet without his signature. While the Presiding Officer of Chaknayet School was relieved of his duty on charge of corruption.

Bogra

In Bogra 5 constituency, change of a ballot box by the polling officer in Garidaha Primary School on the ground of being faulty was protested by an agent of a political party who demanded that the box be opened for scrutiny. But the Ansar officer on duty refused to show the box that led to chaos at the centre, forcing the Presiding Officer to postpone voting. In Goagachi centre an Assistant Presiding Officer and Polling Officer was beaten up by a group of people for not giving permission to a woman to cast her vote for having irremovable ink attached on her finger.

Gaibandha

About 6,784 votes were cancelled due to double or fake vote. Only army was deployed with police and other law enforcing agencies but BDR was absent in different parts of this area. Number of deployed police personnel was not sufficient. Mainly Ansar were engaged in security measures.

Rangpur

No major violence took place in the district, other than postponement of voting in one centre and damaging a car of a candidate by rival party workers. In Rangpur 5 constituency, some people were detained for certain period of time for trying to cast false votes.

Dinajpur

Threats and intimidation of the minority voters by the four-party workers marked by the voting in the district. Security personnel arrested seven people while obstructing minority voters from going to the polling centres. Nearly 4,000 voters in Gaurigram, Haripur, Gangapur, Parera and several other villages could not cast their votes for threats and intimidation by the same group. They were warned of serious consequence, such as setting fire on their homes, if they cast their votes. Several minority voters were also beaten up while going to the voting centres. In Mongalpur area, a group of youths remained on guard on the way to the polling centre to check the minority voters. Two youths who were guarding the Mollapara voting centre under Bochaganj upazilla assaulted five minority voters when they tried to cast their votes.

Takurgaon

In Takurgaon 1 constituency only one police constable and 10 Ansar-VDP personnel were considered insufficient to maintain law and order in the polling centres. No magistrate of district administration and mobile court was seen in the Election Day. In Takurgaon 2 constituency most of the polling centres were lacking proper facilities to conduct elections. Rains brought darkness to the polling booths and aged voters had difficulties in stamping ballot papers. The voters cast their votes with candles lit to ward off darkness.


BARISAL DIVISION

Barisal

In Barisal 1 constituency, Presiding Officer of the Nagarbari centre informed the local Upazilla Nirbahi Officer that voting might not be conducted with only two policemen on duty. But the official concerned took no step. The minority voters were prevented from casting their votes in many centres of the district. BNP workers resorted to threats and intimidation of minority Hindu voters to keep them away from the polling centres. They also ransacked four rooms of one Sudhir Master in the area on the previous night of elections. The BNP workers also hijacked the ballot papers from the polling centre. They ransacked another home of a Hindu family after voting was postponed in the centre. The Awami League workers clashed with BNP supporters near the Baurgati polling centre, leaving two persons injured. Awami League workers also ousted the BNP's polling agents from the Torki centre. Police arrested three persons from near the centre with a pistol. BNP workers obstructed the minority voters in Gounadi. They ransacked homes of five Hindu families, including the nearby Thakurbari after the Awami League workers had an altercation with them for obstructing Hindu voters. In this incident, a 108 years old Niranjan Chakrabarti, ex-principal of Haraganga Sanskrita College, was attacked and injured. Minority voters were obstructed at Bathi School poll centre.
In Barisal 2 constituency, a police constable took side with the BNP workers while obstructing the Hindu voters on their way to the polling centre. At one stage the constable attacked the female voters and humiliated one of the young lady tearing her clothing and bra. An activist of Awami League's student front was assaulted by the BNP workers for protesting the incident. In the Madasi centre, the minority voters were subjected to physical torture. The minority women voters were violated near Tatabari polling centre under Panchagram union. Election observers were not allowed to enter into several polling centres in the constituency.


Pirozpur

In Pirozpur 1 & 4 constituency, turn out of minority voters was low. Army personnel arrested six people on charge of trying to cast false votes. Voting in New Fulkuri Govt. Primary School in Dhanisafa Union under Pirozpur 3 constituency was suspended for two hours following hijacking of ballot papers by an unidentified person.

Jhalakathi

Voting in nine centres in two constituencies of the district was postponed following incidents of hijacking ballot boxes and papers. The cars of former minister Amir Hossain Amu and another candidate was damaged by the rival groups. Army troops arrested two persons for trying to cast false vote and another person for obstructing voters from going to the polling centre. Presiding Officers, police and army personnel ousted the election observers from some of the centres. In some places, the minority voters were prevented from casting their votes. However, the women of Magar Union under Nalchhity upazilla cast their votes breaking a tradition of 34 years. Violence erupted in the municipal area of the district following attempt by Awami League, BNP and Jatiya Party (Monju) supporters to hijack ballot boxes and papers from several polling centres. Voting in all those centres were postponed following the incidents.
Similar incidents in several centres in Jhalakathi 1 constituency forced the Presiding Officers to postpone voting. In Rajapur Pilot School, a minority voter was forced by the BNP agent to stamp the ballot paper before him, prompting an altercation with the Awami League agent.


Bhola

Massive violence, bomb blasts and hijacking of ballot boxes marked the elections in different constituencies of the district. In Bhola 1 constituency the election day began with the blasts of a large number bombs.
It was alleged that the awami League's polling agents in Alinagar Govt. Primary School were ousted from the centre in the morning. Voting in Nabipur cycle shelter was postponed following hijacking of ballot boxes. Eleven people from both Awami League and BNP were arrested with ballot boxes from the centre. The army troops informed that huge amount of money and two bullets were recovered from those arrested. Awami League alleged that its polling agents were also ousted from the Bheduria, Bhelumia and Char Shamaiya centres. The minority voters were obstructed on their way to the voting centres. Some female voters were denied their rights to vote, saying "you have come to the wrong centre. You are not listed in this centre." Army troops baton charged the Awami League workers at an election camp located at the Gazipur road. Hindu voters could not go the voting centre due to lack of security.
In Bhola 2 constituency, an Awami League worker Nakib was shot at near the Raniganj Alia Madrasah centre who later died while being taken to the Sher-e-Bangla Medical College Hospital in Barisal. Awami League polling agent Jasimuddin said no Hindu voters could cast their votes in the centre. Polling was postponed in the centre. Voting in several other centres was also postponed following clashes between the two major political parties. There were allegations against the BNP workers of occupying three centres each in Bhabanipur Union under Daulatkhan upazilla and Char Khalifa union, and two centres in Uttar Joynagar union.
In Bhola 3 constituency, one person was killed in Lalmohan Azaharuddin Register Primary School centre, from where a ballot box was also hijacked. Voting in the centre was postponed following the incidents. Lalmohan Awami League President Nazrul Islam said BNP candidate Major (Retd.) Hafizuddin himself fired shots taking a rifle from the police on duty.



Khulna Division

Khulna

In Khulna 4 constituency, the Awami League alleged that some of its leaders were humiliated by the members of law enforcing agencies. They also complained about preventing minority voters from going to the polling centres by the four-party workers. It was also alleged that their polling agents were ousted from some of the polling centres.
In Khulna 3 constituency, the Awami League and BNP workers clashed following an incident of preventing a lady from entering into the Uttar Kashipur voting centre. A polling officer of Madhugram Govt. primary School centre under Khulna 5 constituency was expelled for allegedly being bias.


Satkhira

In Satkhira 3 and 4 constituency, errors in the voters' list and names of the voters or their father or husband led to harassment of a number of voters. There were also allegations of false voting. Between 50 and 55 percent of votes were cast in the constituency by 12 noon and 80 percent by 3 p.m. Five people, including a woman, were arrested in the constituency for trying to cast false votes.
In Satkhira 2 constituency, false voting prevented 55 people in Mathurapur centre, 73 people in Labsa centre, 54 people in Rajanagar centre and 27 people in Magura School centre from casting their votes. The aggrieved voters reported this matter to the local reporters by 12 noon. Nearly 30 people were also arrested for casting false votes, most of them were release later. Errors in names also prevented many voters from casting their votes. The minority Hindu voters in many places were not able to cast their votes because of threats and intimidation.
At least 20 people were injured in clashes between BNP, Awami League and JP supporters. Voting in a number of polling centres in Satkhira 1, 4 and 5 remained suspended for an hour following violence. Army troops arrested four Jamaat workers with sharp weapons during a clash with JP in one centre in Satkhira 2.


Bagerhat

In Bagerhat 1 constituency, Awami League workers seized ballot papers in several polling centres in Chitalmari upazilla and cast false votes. Errors in voters' list also prevented 400 to 500 voters from exercising their franchise. Army patrolled different areas of the constituency, but could not reach the centres in remote places because of the absence of road network.
In Bagerhat 2 constituency, false votes were cast in several centres. But the number of such votes won't be more than 1,200. Errors in voters' list prevented nearly 250 voters from casting their votes.
In Bagerhat 3 constituency, police arrested two persons from near the Telikhali Govt. Primary School centre during a clash between the Awami League and four-party supporters. Both sides tried to occupy the polling centre. False votes were cast in nine centres in Mongla municipal areas. Nearly 74 voters could not cast their votes because of false voting.
In Bagerhat 4 constituency, Awami League workers hijacked ballot boxes from the Char Hoglabunia MM High School centre. Law enforcing agencies later recovered the boxes. The incident fueled tension in the area, but no other violence was reported. Voting in Kumarkhali centre was postponed following violence sparked by attempt to seize ballot papers by the Awami League workers.


Meherpur

Three persons were arrested from Ashrafpur centre and another from Chadabil centre for trying to cast false votes. A BNP worker was arrested for assaulting police officer Khasru for misbehaving with the female voters.

Jessore

In Jessore 1 constituency, voting in Balidah centre was suspended for 25 minutes due to clash between supporters of AL and BNP. Only Ansar and police were present but no BDR member or mobile team was present at that moment.In Jessore 4 constituency, BNP workers obstructed minority voters in different places of Khedapur, Rajganj and Sadar thana of the district. Voting in Balidaha centre under Jessore 1 constituency was suspended for 25 minutes following a clash between Awami League and four-party supporters. Two youths were arrested from the Jessore 3 constituency for trying to cast false votes.


SYLHET DIVISION

Sylhet

In Sylhet 6 constituency, alleged excesses by the army personnel panicked the voters affecting the turnout in three centres. However, the Presiding Officers said they had to do it to enforce discipline in the centres. It was alleged that the polling agents of Awami League were ousted from the Konachar, Dhaka Dakshin, Fajilpur, Naliuri, Chandarpur, Sundishail and Bilua centres of the constituency.

Moulavibazar

Clashes between Awami League and BNP supporters led to postponement of voting in the Kalajura Primary School centre. Voting was postponed also in Bhuigaon Primary School, Patila Ain Primary School and Mantoil Primary School centres.

Sunamganj

In Sunamganj 4 and 5 constituencies, voting in five centres were postponed following violence by the two major political parties.
